Standards Against Child Sexual Abuse and Exploitation (CSAE)
Published Standards, Zero-Tolerance Policy, and Reporting Mechanisms • Effective Date: September 2026
๐ก๏ธ Executive Commitment
Town Therapy enforces an absolute, uncompromising zero-tolerance policy towards Child Sexual Abuse Material (CSAM) and Child Sexual Abuse and Exploitation (CSAE). We are committed to maintaining a safe, transparent environment for all community members, volunteers, and citizens.
1. Platform Purpose & Scope
Town Therapy (towntherapy.club) and the Town Therapy Mobile Application operate strictly as a civic grievance reporting and public improvement platform for Hazaribagh, Jharkhand, India.
Our services exist solely for citizens and volunteers to report, track, and resolve public civic neglectโsuch as solid waste heaps, damaged roads, pothole repairs, open drains, and non-functional streetlights. Our platform does not host adult entertainment, dating, private messaging between strangers, or commercial content. Any use of our services to endanger, exploit, or solicit children is strictly prohibited and constitutes a criminal violation.
2. Zero-Tolerance Policy Against CSAE & CSAM
Town Therapy strictly forbids any content, conduct, or communication involving the sexual exploitation or abuse of minors (defined as any individual under 18 years of age under Indian law and international treaties). Specifically, we maintain zero tolerance for:
- Child Sexual Abuse Material (CSAM): Creation, uploading, sharing, transmission, storage, or facilitation of any visual depiction, video, image, animation, digital illustration, or AI-generated media depicting or simulating sexual abuse, sexual acts, or sexualized poses involving children.
- Child Sexual Exploitation and Abuse (CSAE): Any solicitation, coercion, grooming, sextortion, or enticement of a minor for sexual acts, whether online or offline.
- Child Endangerment & Trafficking: Promotion, facilitation, or discussion of child trafficking, non-consensual imagery involving minors, or child forced labor.
- Sexual Innuendo Involving Minors: Any lewd remarks, sexually suggestive comments, or inappropriate references directed towards or involving children in civic issue reports, photo submissions, comments, or user profiles.
3. Content Moderation & Preemptive Safety
To prevent misuse of our photographic upload capabilities and community forums:
- Civic Context Enforcement: Submissions on our mobile app require live camera capture focused on public infrastructure and civic issues. Content submitted outside this civic scope is actively flagged and rejected.
- Automated & Human Moderation: All civic reports, uploaded photographs, before-and-after proof of work, and community showcase submissions pass through moderation before or immediately following publication.
- Immediate Takedown: If any content is identified or reported as potentially violating CSAE standards, it is immediately quarantined, unindexed, and purged from all public-facing platforms.
4. Enforcement Actions & Penalties
Any user, volunteer, or entity attempting to distribute CSAM or engage in CSAE through the Town Therapy application or web platform will face immediate, non-negotiable enforcement actions:
- Instant Account Termination: The associated account will be permanently banned and deleted without warning.
- Device & IP Blacklisting: Associated device identifiers, email addresses, and IP blocks will be permanently prohibited from re-registering.
- Evidence Preservation: System logs, upload records, metadata, and timestamps will be preserved strictly to support legal proceedings and criminal prosecution.
